Bidscale is a government software tool that assists users throughout the federal acquisition lifecycle. The tool specializes in digitizing the source selection process and ai contract writing. The company underwent a name change from CloudPareto to Bidscale in 2022. This logo would be the face of both the company and product itself.

The Challenge


In order to create a new and improved digital source selection tool, it was important to first conduct user interviews across each government agency in the tool. In interviews, users addressed work arounds and pain points they encountered when evaluating proposals. We identified 6 major pain points users had when using the tool including:​


  1. Users were unaware there were multiple viewing options

  2. No easy access to definitions

  3. No way to create a general finding

  4. No way to quickly selecting a rating

  5. No way to search a document

  6. Accidentally deleting a finding instead of annotations


As a part of the research process we also developed five new government user personas to help the team empathize with our end users and understand the unique needs of different roles. All personas represent a specific government role.
