The Challenge
In order to create a new and improved digital source selection tool, it was important to first conduct user interviews across each government agency in the tool. In interviews, users addressed work arounds and pain points they encountered when evaluating proposals. We identified 6 major pain points users had when using the tool including:
Users were unaware there were multiple viewing options
No easy access to definitions
No way to create a general finding
No way to quickly selecting a rating
No way to search a document
Accidentally deleting a finding instead of annotations
As a part of the research process we also developed five new government user personas to help the team empathize with our end users and understand the unique needs of different roles. All personas represent a specific government role.
